Section 1. Subject of the memorandum

This internal memorandum is composed in the manner of an official notification of the author’s refusal to participate in the FGBU “InProb” program “Observation of the Collective Causal Layer of the City of Moscow” (hereafter — the Program), grant No. IPN-KK-2032/17-B, proposed to the author by letter outgoing 2032/10-441 of October 21, 2032.

The proposed funding volume: 4,200,000 rubles over 18 months with possible extension. The author’s functional role: scientific supervisor of the subproject “Instrumental Registration of Causal Anomalies at the Shabolovka Node” with attraction of the IKT lab’s qubit detector (lab head: Reynov D. S.).

The author, being a candidate of physical and mathematical sciences with specialization in the area of quantum metrology, over the course of two weeks studied the program’s terms of reference (hereafter — the TOR), the appendices to it, and the existing methodological foundations of FGBU “InProb.” Following the study, the author is compelled to acknowledge a structural incompatibility between the proposed method and the declared subject of measurement. To take on the role of scientific supervisor of the subproject under such conditions would, for the author, be professionally incorrect.

This memorandum contains a detailed exposition of the grounds for refusal, with indication of specific points of the TOR and of the draft order PP-23 of the Ministry of Health of 15.02.2033, which, in the author’s opinion, contain logically irreducible provisions.

Section 2. Methodological criticism of the program

2.1. Definition of the subject of measurement. The TOR of the Program defines the subject of measurement as “the collective causal layer” (TOR, p. 1.3). The definition is absent in the TOR. In the methodological materials appended to the TOR (appendix 4) there is a reference to the internal standard of FGBU “InProb” ST-RV-02, in which the definition is stated as follows:
